Yep, it's a bit of a conundrum - none of the guidance I can find online gives a clear steer on this. I did find a somewhat similar case from the same local authority which implies that four years may apply here, despite the breach of a condition in the planning approval - in that example...

The terrace is subdivided into three flats (since ~1890) so from my reading the usual permitted development rights don't apply.

That the loft conversion as built didn't match the approved planning application. To be fair to her, she hasn't seen the flat!
