SOme additional information.
The valve is a drayton rt212
The brass pin that is now visible can be pushed down but only about 3mm, even though it is about 10mm long.
Is it meant to be able to pushed al the way down or is 3mm about right?
Hey, just found this thread. I have the exact same problem, head stuck on '0' and can't be moved despite copious amounts of WD40.

I have just found this discussion thread and I seem to have a similar problem of sorts.
I have a radiator with the Drayton rt212 valve.
It had been off for ages (left on the '0' setting). I went to turn it on and could not turn it no matter how hard I tried.
