    You could try asking your building inspector if he would accept a periodic inspection report from an electrician given the circumstances, if he sees sense this would be the easiest out come. I would not recommend approaching the local council building control at all for now.

    Looks like rising damp to me, the area now exposed will dry out as you now note. Can you get a reading from the bottom of the skirting if you have the pronged meter ? Is it an internal wall ?

    What has he used instead is the question ? You do not need to use a specific carrier however the exposed area of underlay if nothing has been used will not be UV stable and will deteriorate.
