Could be what you mentioned. However just look down the flue... I've worked on a lot of these that have had a corroded internal flue near the terminal. Pottery on have made a replacement tip. Can cause all sorts of probs (intermittent firing/high flue gas ratio)
I'm guessing the trv has been closed all summer and the pin in simply stuck in the off position. If you feel confident enough you can remove the trv head(no water will come out) and you will see a pin head. Usually a few taps on this and it will pop up! Refit TRV head!
Any open flued appliance/s which total over 7kw must have additional ventilation in the room. For every Kw over 7kw u simply add 5cm2 of vent size.
