Not sure were you mean, at the TRV ? The rad does fill with hot water when your bleeding it , once all the airs gone and you re-start the heating it slowly goes cold and fill back up with air again

Whats the proper procedure for balancing the radiators ?

yes i have balanced them but still the same problem, Unless i have not done it correctly ?

Radiator problem I have a problem with the last radiator upstairs, when the heating is on, it stays cold, so i turn the heating off and bleed out all the air in the radiator, it then fills up with hot water, as soon as i turn the heating back on the radiator drops cold and fills back up...
