I'm facing a similar problem. My concerns are with moisture variations between the crawl space below the joists and the room itself.
Installing the recommended 19mm ply wood sub-floor, moisture barrier underlay, and then 20mm oak boards would raise the floor level unacceptably. However...
I simply did not consider that but it seems like a nice solution. With the floor boards up there is a nice opportunity to sort out the pipework and electrics and, as you say, insulate.
