I previously posted about a cold rad, the thermostat pin had become stuck, i've fixed this issue and for a few days this was fine, lovely and warm.
now i have a small leak on the lockshield valve side just under the nut to the pipe. i've not got the tools to fix it, or the know how, but taped...

1. use thicker curtains, and net curtains underneath. keep them short enough to avoid any radiators underneath the sills. if you don't have any rads in the way. try full length very thick curtains.

you could try looking at your councils planning site, and look for the planning permission to put this wall in place, or the original build if it's new. you could then query it with them and that might speed up the VOA side of the council.

use a key to bleed them all, (turn key a quarter turn until you have water dribbling out. (have a rag handy)
that should solve most of the issues.
do you have trv's? if so the pin might be stuck, take off and clean it/fiddle with it. and connect up again.

are you sure when you put it back on the pin isn't getting stuck, that's just happened to me, i took it off fiddled with it, now it works fine!
try taking it back and say it doesn't work. you should get refund then buy a decent one!
