Any iadea how to test which tap or shower valve is failing?

My cold water tank overflows. It appears that the hot water tank feed is filling up the cold tank. The cylinder coil doesn't appear to be split as the header tank is not releasing water into the system. I assume that mains cold water is getting into the hot water circulation forcing it back...
