    Do you have an airing cupboard? Thats where my access is, and that was about the same size as yours before I enlarged it.     Whats the best ie, easiest, method to use to create the void to run the cable through? I know it would be easier to just stick a bit if trunking or whatever over the top of the skirting to protect the wire from knocks but thats not very neat is it?
