I'm sure you can ask to have your meter changed free of charge if you suspect it's faulty. If they refuse ask for the telephone number of the local consultitive council member. That used to be a hot brick , always used to get fast results when i worked on the board.

You should use low voltage where possible.
(a ) They are brighter ie give more light per watt than mains halogen
(b) always good to keep mains voltage out of a bathroom area
(c) LV bulgs will last a lot longer than mains
Will cost slightly more initially but will save money over the long...
