Yes, exactly (although nothing to do with Part P)

Schedule four lists things that are NOT notifiable and specifically states:

"2. Work which—
(a)is not in a kitchen, or a special location;
(b)does not involve work on a special installation; and
(c)consists of—
(i)adding light fittings and switches to an existing circuit, or
(ii)adding socket outlets and fused spurs to an existing ring or radial circuit
.

I don't really understand why yo don't agree, since the 'non-change' in Wales was my whole point.

Wales is still using the original (2004/5, not 2010) notification rules, which explicitly allowed addition of a fused spur to be installed without notification.

[As has been pointed out to you, "Part P" has not changed in any country of the UK since it's inception. All that has changed (in 2013) is the 'notification rules', but that only in England. ]

Except you have omitted "work that is not in a kitchen or special location and does not involve a special installation and consists of ..........

meaning that adding (ii) above in a kitchen or special location is notifiable

Indeed - in Wales or pre-2013 England - but are we talking about either of those? ... and are we talking about a 'special location'?
