The pipework to the radiator could be under sized or partially constricted somewhere. If it's a micro bore system then it shouldn't be fed from another radiator.

Fan speed is constant. Replacing the venturi on this boiler is pointless. If the fan continues to run during shut down and the ap switch is open your RGI needs to replace the fan.

The boiler has a heat bank for hot water.Could it not be the boiler is firing periodically to maintain the temperature in the heat bank. Do the radiators heat up when the boiler is misbehaving?
