The Windows 'Compressed Folders' should be able to expand a ZIP file or you can use the good 7ZIP which also does RARs. There is a newer ZIP file format which compresses JPEGS for the first time which needs WinZip.
They don't have inverters. The primary capacitor may be faulty, there could be dry joints, or some other problem. You can get a PSU tester from Maplins to see which supplies are down (12V, -12V, 5V, -5V, or 3.3V)
I've done a planning search and found that the property was converted from a shop and flat into two flats in 1998. Would that mean that both flats would have to have passed the regulations or just the one converted from the shop and how much stricter are the regulations now?
