As long as you have good cold water pressure, it should rise to 1 -1.2 bar in seconds. It seems like the plastic valve shuttle inside the filling loop has broken off and is restricting the water flow. A new one is the only answer.

This is a common problem with the design of filling loop fitted to the cxi range. As mentioned, they usually drip a little while you are filling but shouldn't leak as much as yours is. I suggest a new filling loop be fitted. It shouldn't be an expensive job as it should only take about 20 mins...
