It been blocked at top. And bottom is bricked up plastered and painted now. Could i just put a vent on ground floor and a vent on first floor?

Recently got my firepaces blocked up both at bottom and top. I read somewhere it should have a vent but the builder never put one on. Do i still need a vent on the bottom of chimney brest if the top is blocked too? Thanks in advance :)
