    Difficult to fully understand the issue without seeing first hand. But looking at the picture can you not grind out some of the metal support to allow the pipe to sit closer to the tub. Would that give you a better angle?

    You could cut a section out along your garage and fill with gravel to allow water to soak away. cheap grinder with a masonry cutting discs should be all you need

    Just the pop in cover appears to be missing , you have the removable section to aid cleaning. Just stops you losing things down the drain

    Best way to lay low level shower tray on uneven concrete floor

    Expanding foam, i laid one in a former house. Was a low level tray but built up slightly on a wooden frame to give extra room for the waste. Was incredibly solid and never gave me any trouble. Would suggest priming the concrete first but you should be able to level it and keep weights on it...
