I have a h a g e r timer switch for the hallway. Usually I put it on timer (two concentric circles) rather than permanent (light bulb symbol). It is currently on the former but the lights are still constantly on. Could the device be faulty or is there another setting I am overlooking?

I've attached a close up of the internals of the defective tap. I can't see anything further which I can unscrew. Any thoughts?

I've removed the silver lid and the blue insert below but I can't see inside anything else which I can unscrew. I can't see how the tap head itself can be removed. I've tried turning it anti-clockwise but it just gets to a point where it will not move.

The bulbs are standard GU10 so I would think that the voltage is 240. I don't recall the electricians installing a transformer per fitting.

There's no chord but instead a light switch situated outside the bathroom. The fan is designed to come on when the lights are switched on. There is an isolation switch for the fan. I have tried switching the isolation on and off but with no effect.
