Does anyone knows whether it is possible to use under overn housing kitchen cabinet to put free standing washing machine or dishwasher in it by moving base of the cabinet to the floor)?

What the legal requirement, if any, on distance between the hob and electrical points (Switches and Sockets) above it is please? This is for a new hob and new points in an extended kitchen.
