    Solved. Kept chipping away to reveal more bag then just lifted it out to reveal a perfectly healthy soil pipe.

    Pipe is plastic. I haven't gone all round the edge yet but it seems to be coming away from the pipe quite cleanly so far.

    Ok for a bit of a giggle I started gently chipping away at the cement and have started to uncover what looks like a plastic bag. Do you think they might have filled a bag with cement and sat it in the waste pipe? Is this commonly done?

    Close off the return valve (the one that gets hot second when the heating comes on) at little bit on each of the radiators that do warm up, say 1/8 of a turn each. Then see if the cold one warms up. If not, turn them all down a shade more and feel it again.

    Painting: quickie

    Well I couldn't judge how much to get on the pad - either not enough to get an even finish, or too much and it dripped. There must be a happy medium somewhere but you must have be really, really accurate to get it right. I find a good brush works fine so long it was cleaned well last time...

    Consider this post as one more vote against paint pads. They're absolute pants. In fact, you might as well just dip some pants in the paint and wipe them on the wall .
