4 wire actuators

Hi, I'm installing the actuators for my ufh. Two of the four wires are for a switched live to a pump or whatever.
Would the switched live "wait" until the valves are fully open? As the actuators take 2 to 3 minutes to open the valves the pump would be circulating while the valves are closed.
