If there's little temperature drop across the radiator and some panels aren't heating then you've got a faulty rad....and the supplier could have a whole batch.
So many of these design panel rads are junk...several panels not heating is a common problem.
I've been to houses where none of the new vertical rads work, or they're very slow to heat.
I suspect the issue is down to the welding/brazing of the panels onto the headers...the flow/return holes are too small or baffles are missing or spreader tubes are missing.
