A very Old tar roof, pre 1960's. Would like to level then cover with liquid rubber or EPDM. What is best way to level / smooth out the old tar.

Front bay window ledge. 10 years ago I painted it with a liquid rubber. No leaks but it doesn't look good and i cannot afford to replace.
I plan to repaint with more liquid rubber but can anyone suggest a way of smoothing the surface ? ie a levelling compound ?
