adding a spur to feed a garage ..

I have an old style consumerUnit with a 30amp MCB protected Ring . There are a 3 double 13amp rated plug sockets on this ring. I would like to add a spur to feed my garage. What i propose is this

-FCB connected to an existing double socket (what fuse should i use? 20 Amp? 13 amp?)

-1.5 3 core SWA cable connected to this FCB using a brass M 20 gland + earth ring
- Armoured cable run of less than 25m to garage
- MK Sentry Consumer Unit with 40 Amp / 30 mA RCD + 1 x 16 Amp MCB (for 13 amp Power outlets in garage) + 1 x 6 amp MCB (for 2 twin flourescent lights 108 w conmbined\ 0.75 Amps) in the garage

- Earth rod at garage to Consumer Unit earth busbar

is this a SAFE way to carry out this type of installation???

i WILL be getting any work certificated of course under the P system recently introduced.

i've tried to contact about 10 qualified electricians but noone seems interested..too busy!!!
