Adhesive - Upvc to Cement

I have a few loose wall top capping tiles (Brown Ceramic, very hard) around the perimeter of the house being a half brick timber framed house. Which I've decided to remove and fit Upvc 9mm x 150mm capping board.

Is there any Adhesive suitable for adhering Upvc to a Cemented surface, where the tiles were in situ and the surface appears to be in good condition just that tiles have lifted since the house built some 30yrs ago.

Searching through Google.

Most say to use a Polyurethane type Sealant / Adhesive.

I would have thought any of the foam type adhesives would be suitable.
