Approx £1000/m² so £20K + fees assuming 10m² on ground floor and 10m² on 1st floor.

As mentioned it is approximate, the price quoted can vary dramatically, type of construction, standard of finish, fittings used, location, access etc etc all have a bearing on prices.

Without plans i found that you can't get n accurate price and only an estimation.
I found that estimations were between £700-£1000 per m2 and that's per floor.
Is the 20m2 just on one floor? If so then your quote would be worked out on 40m2 as it's double story.
Does seem a bit much for a flat roof but all depends on finish etc
