I was thinking of removing an outside light fitting from an asbestos soffit above front door, then glue a hard board patch over the hole. But not sure if this is too dangerous due to any dust.. Any thoughts?

The asbestos content of hard soffit board is very low (in the region of 2%) and any fibres present are bound in the cement. In addition the asbestos type is Chrysotile, which is the lowest risk. So the actual risk for a low exposure job such as you describe is so tiny it doesn't even get on the scale. When working with any dust though it is sensible to wear a mask. Standard procedure is also to wet the area with a water sprayer to help keep dust down.

What would be the best move if any large bits broke away. Would i have to get specialists in to remove it?

No. Double bag it in poly bags taped up. At least one local authority tip in your area should have an asbestos skip for small household quantities.

Apparently there is far more asbestos dust in your loft from the days when brake pads were made of the stuff - hence wear a mask when dust is around,
