Balanced flue in cavity wall

Hi.

I have a typical gas fire with the balanced flue running through an external wall in which the cavity has been insulated with the polystyrene balls and glue.

When I changed the external flue plate I expected to see inside some sort of flame retardant liner to prevent the insulation balls from falling onto the back of the fire box and flue. But there is nothing. Is this correct???

Dont know who installed the fire. Ive just bought the house. Was after some advice before asking someone gasafe to check it out. Ive been given bad advice before by registerd trades, so could do with an understanding of the issue before anyone comes.
