battens and counterbattens

why is there a need for these?
am i right in that the battens are the ones that go vertically,and the counterbattens go on top horizontally?

Scots roofs seem to be different to English roofs, as they seem to have a ply or other board under the felt.

If yours is like this, and you nail horizontal tile battens to it, each batten will act as a dam and hold water on its upper surface, after which it will quickly rot away.

Counterbattens run down the slope of the roof, and put a space under the tiling battens, which water and dirt can roll down.
 
my roof is going to be hipped, is there a spacing size for the vertical counterbattens?
