black marks appear on painted walls

ever since I moved into my house nearly 7 years ago black marks appear which replicate the mortar in between the breeze blocks underneath the plaster. This leads me to paint each room nearly every 12 months as the unsightly marks always show their ugly head.

Anyone any ideas?

Try using water based Zinsser sealer next time you decorate
