Blocked Drain

Our drains are blocked and it seems the problem is between the chamber and the main sewer pipe on the street as the waste water drain cleared when I moved some of the build up in the chamber. House is nearly 100 years old and has shared drains. Are the council responsible for unblocking this or should we get professionals in?

I thought it was 1931 Public Health Acts?

If the house is on a shared drain then the responsibility rests with the Water Supply Authority but in most areas the actual drain clearing is subcontracted to the local council.
