Can IEC60332-3 cable be used for non-RCD circuits?

IEC60332-3 cable has a copper foil around the conductors, with a stranded drain wire running through it in contact with the foil.

With the drain wire earthed, could this be used for runs buried in a plastered wall less than 50mm from the surface without RCD protection?

I do not see IEC60332-3 included in the earthed metallic coverings allowed.

IEC60332 refers to tests on electric and optical fibre cables under fire conditions and has nothing to do with physical protection from nails/screws etc...
