Can uPVC windows be altered?

What is the biggest size a window can be as one sash? (that complies with building regs). I want these windows to just be one pane with no bars.

Depends on the make of window and if its opening or not (plus the way it opens)
Tilt and turn opening in could probably be done at full size but would mean all new windows.
Side hung sash max size is around 750mm x 1350mm (inc frame)
Top hung max size is around 1200mm x 1500mm

Or of course there are sliding sash windows that can be made huge

All of those sizes were rough for openers and its mainly dependent on the strength of the hinges. If you are triple glazed those sizes could be a fair bit smaller.
Non opening dummy sash should be able to be pretty much any size
 
If it's a non opening dummy sash then it can be as big as getting glass that big allows, thinking about it more over the weekend and probably along the same line as you is to remove both dummy sashes and replace with one large, OK it's a frame inside a frame but it's a cheap solution, however if your going to stand the cost for that new dummy sash you may as well just pay for a new outer frame to be made without any dummy sash which would give you maximum glass area, just one fixed pane with one frame all the way around

You could try trading standards but I don't think you would get anywhere, He has supplied as per his contract/quote.
Your best bet would be to try to stay on good terms with them and persuade them to make the alterations/changes.

If they are a nice company they may do it free or at least maybe at cost price to keep a customer happy.
