Cavitating power shower?

I have a power shower pump - twin head - which lately fails to deliver the hot water at a decent temperature.
It sounds like it is cavitating to me as the drop in temperature coencides with the pump speeding up. The pump is in the airing cupboard.

Where to start? A knackered pump or scaled HW tank. Yes, the water is very hard!!

What happens to the hot water flowrate when the cylinder is cold? C

Cavitation is often caused by too higher a stored water temperature so make sure the stat is set no more than 60c.
