If you are talking about bedding a wall plate atop a wall then any sand cement mortar will do, i.e. 4 or 5:1.
It is more important to damp down the masonry prior to bedding the plate should the bricks or blocks be excessively porous particularly if the bed is tight.
...unless you have to do it in the rain of course...!
