changing lock action

Can double glazing locks be adjusted for different actions?

I have doors that must be locked with a key to prevent them being opened from outside. This also prevents them being opened from inside. I can understand this for French doors, but am less happy about a front porch door. Can these locks be altered so they latch shut and don't open from outside without a key?

Is it legal not to have at least one external door that can be opened from inside without a key?

It all depends on the type of multi-point system originally installed.
The legality of it is debatable the most modern of flats have locking systems were it is impossible to lock yourself in and can always exit by use of thumb turns or override type handles.
