Chimney breast. Cementing base

We removed a opening on a chimney breast(it's not linked to a chimney as the breast in first floor has been removed).below floor level it goes quite deep down. I want to make some shelves in the chimney breast. Someone recommended I put a damp proof sheet and cement in this hole under the chimney breast? Thoughts?

All remaining soot on the flue walls must be removed by wire brushing and SBR blinding before rendering the opened chimney breast with a 3:1 sand and lime mix.
A photo of the below floor level void would help?
Do you have a suspended floor or a basement?
 
The chimney breast looks clean as it was removed from being a chimney a while back. It's a suspended floor

Why not search above for "hearth fender wall" to get an idea of the hearth area construction.

You could fill the "hole with hardcore, blind with sand and lay a plastic membrane over. Then pour a 100mm concrete base.
