Clicking actuator

I have just had a few rads flushed and repaired. Straight away I have a problem with a clicking noise coming from the actuator.

I have had a look and ths is a SUNVEY SM 5203. It sounds like something radioactive is in next to it. Anyway, on top of that, the heating and water switched on together is fine but trying hot water only - and nothing happens. Not even a pilot light.

Is it just a case of replacing the actuator?

Any help appreciated.
