Cold Radiator after replacing

We have a combi boiler system only 4 weeks old. We took a radiator off downstairs to decorate. We have put it back on and at first there was no pressure in the system. Repressurised it, bled all the radiators but the one
we had taken off is still cold. It has water in it. Checked the pin on the thermostatic valve - seems ok. Turned others off in the system and left that one on - no change. Can you advise anything else please?
