combi boiler 240v between neutral and earth

been around to a friends house following a heating engineer. Engineer told him possible loose connection, so I went around and indeed it was in the neutral bar in the cu. Reconnected, did r1 + r2, ins res, and zs, everything was fine and worked ok.

My question is why would it show a 240v between neutral and earth?
And the engineer said it might have damaged the circuit board and have more problems later. Any thoughts and advice, would be much appreciated.

Because their was no neutral return.
If the boiler was switched on the live would still go through the load (boiler) even though it wont work and be live 240 volt up until the parted neutral , like a resister in series.
