copper pipe depth under the floor

hi guys,
can anyone tell me if there are any regulations about how far below the boards copper pipe has to be,
reason for asking, i am a tiler and went to tile an upstairs bathroom floor, the ply board needed screwing, i always use 25mm screws, you can see where its going now, i have apparently gone through a copper pipe causing a small flood in the ceiling, it took 24 hours to show itself, any help would be great thanks. :?:

But it is relative to the scope for joist notching/drilling depending on the size of the joist.

How can they prove it was your screw, and in any case they should have fixed the boards properly in the first place.
