copper pipes outside

Hello everyone and thanks for reading my post.

my next door neighbour has had central heating installed. they took 3 and half days to put it in, (2 bed terraced) and the bare copper pipes sticking out of the front of his house running to the gas meter under his kitchen window just dont look right. is this normal ? im concerned for him as he is a very quiet guy with 2 young children and i think he might have been ripped off.
