Crumbling black ash mortar, shall I render over it?

Hi, The top section of my wall has a crumbly black ash mortar and odd shaped bricks and pieces of stone in it.

When this is removed there's a layer of normal bricks behind that set in by around half a brick from the lower section of the wall.

The simplest thing to do seems to remove the strange front section, and replace with just mortar so that the wall is more even to board over.

Is that ok?
