Cylinder vented in 15mm

Called to a job today for an unrelated fault for a letting agent And noticed that the direct immersion cylinder was vented off 22mm in 15mm in to the F & E Tank. Sure this is not right, But could any tell me to ramifications could be if the the water overheated.

Provided the 15 mm pipe is not blocked, it will just vent into the tank.

vent should be at least the size of the inlet airc
