Dodgy looking external insulation

A neighbour of ours has just had a bit of his house insulated on the outside. I watched it go on. It consists of two layers of expanded polystyrene slabs, carefully cut to shape and glued on with dabs of something. This is then covered with two coats of render, possibly with some wire mesh in it. They made a very neat job of finishing off the render and putting PVC sills on the three windows but the top looks wrong.

The new insulation stands well outside the edge of the flat roof so I would have expected some sort of flashing to come out from under the lip of the roof and down over the render. Instead, they've just rendered right up to the underside of the plastic gutter. The gutter is half-round section and the render is well outside the halfway mark. Is this acceptable practice or has our neighbour been sold a bodge job? :confused: :confused: :confused:
