drainage in the garden?

In our garden the land slopes up away from the house which means all of the water gathers at the lowest point in the garden and essentially turns the grass into a bog. Is there a way i could solve this problem at all? its a pain in this weather letting the dog out in the garden as he gets unbelievably mucky from only spending a minute out.

What is stopping the water running out of your garden?.
Wont the water continue till it finds a stream, etc
 
The house is stopping it lol there is some draining away naturally through the soil but its still absolutely sodden all the time, the turf is nice and fairly solid at the top of the garden as obviously the water is flowing down the garden but then when it gets to the bottom it doesnt have anywhere to go apart from down through the soil

simple really... dig a soakaway or two.

Depending on the landscape, dig a hole (you could do two or more if needed) in the middle of, or on the edge of your wet area, maybe a foot in diameter, or bigger, and about two foot deep (depending on what you fetch out). Then fill this with gravel...quite small stuff, and the last 6 inch top with soil and turf.

This should allow the water to drain underground and find the water table....
 
More likely that your boggy area is already at the water table level.
Dig a hole about 18" deep, if it fills with water, it will be pointless digging
soaks or trying to drain.
The only solution, is to raise the level of your garden, if that is possible.

unless there's a clay layer stopping drainage?

and it can work, because i did it in my last garden .
