Electric Shower - no HOT Water

I have New Team 9.5Kw Electric Shower which is only supplying cold water. When I keep the Power Control switch to Cold, the Reduce temprature light doesn't lit up. However, as soon as I turn Power Control switch to Medium or High, the Reduce temperature light lits up. Has the Thermostat Cut Out blown up? Or is it something else?
