Currently live in a ground floor flat with floorboards above for 1st floor flat, get alot of impact and sound noise so wanted to install a fake ceiling.

As live in flat and dont want to rip ceiling down to install ties etc was going to make up wooden frames like partie walls and fix to underside of ceiling, will leave a small gap so not in contact with current ceiling and then fix to walls then install downlighters and board up

would this be okay with regard to builing regs as ceiling is not that high and would i see improved noise reduction.

That’s a suspended or drop ceiling. No problem with BR’s as there is no minimum height but do you own the flat or is it rented? You’re right to have no contact with existing to reduce sound transmission but it can be difficult to achieve a satisfactory result on converted properties, assuming that's the case. There are now specific Building Regulations that cover this but meeting the requirements (not required in your case) can be expensive. I’m afraid what you’re proposing will make very little difference to sound transmission without serious sound insulation in there.

It may pay you to post more specific questions on the Building Forum as this is beyond basic DIY. ;)
