filling steps

Just had a sleeper wall built with some steps as part of it , I need to fill between the steps so I can lay block paving on top. Any suggestions? The highest point is about a foot. I have lots of rubble so was thinking of filling with that then a layer of sand on top and blocks on that, does that sound OK?

Are you going to use porous block paving or otherwise? The rubble infill will need some compaction but would provide excellent drainage assuming the water can get through, hence asking if you'r going to use porous blocks. And wow those props are quite something... :)
 
I'm reusing blocks that were taken up from the area, it was previously used for caravan storage. They are fairly solid. I've filled with rubble and plan a layer of gravel to stabalise it then sand and blocks. I got a local builder to put it together, I don't think he really got it but the end result is good.
