I am laying ceramic floor tiles on top of a concrete floor which has a black bitumen(?) type covering. Is it possible to use ordinary floor tile adhesive?

Yes provided the bitumen is still fairly plastic -if its flaky then no.
If bitumen has been put down its likely that the floor is damp due to the failure or absence of a membrane.Some people ,especially the mortgage surveyor/dampproofing industry collaboration make a big fuss of such matters so you may want to ensure that the coating is intact (apply another coat of the stuff if neccessary) so as to "futureproof" the work.
