We recently acquired an old French Brass lamp which has a french two pronged plug already fitted. I removed it in order to replace with standard English plug but was surprised to find that neither of the two wires had a colour sheath. Is it OK to assume that as there is no earth, one is live and the other neutral and either could be connected to the the positive or neutral receivers in a new plug?

As it's metal, you need to earth it. Buy a new brass bulbholder (UK) which will have three terminals and make it easy to connect up with 3-core flex.

edited to say, that's assuming you're using it in the UK. In France I understand they don't worry about P&N and earthing like we do.
